This question is usually answered with complete opinion, and a Pokemon is only so powerful judged by its uses of moveset, ability, and stats, in which most are chosen, or elevated by the trainer. All Pokemon have many strengths an weaknesses, including legendaries, it's how you maneuver, react, and prepare by strengthening and/or weakening the party's members. strategy is what makes a Pokemon better, no Pokemon is "perfect all around."but i think it is Eelektross for having no weakness.
