You have to go into the radio tower and go all the way up to the fifth floor. There you will fight a very good Rocket Executive. If you defeat him, talk to him again and he will give you the card key.
when you get to the fifth floor in the radio tower, talk to the director in the blue hat. he will beg for your help. then he will give you the key card and ask you to go to the 3rd floor and use in on the gray wall with the controls next to it. (it should be on the far right side of the room) talk to the controlls and the door will open!
