It is in the northern part of Route 13. As you start the route, you'll see a hole with a Strength-movable block, but you are on the wrong side. Continue along the route, and eventually you'll be able to head back north, following a thin sand bar up against the side of a cliff. This'll take you to the right side of the rock. Further on is the entrance to the Great Chasm, which leads to the crater forest, a maze of sorts. Once you reach the middle, the monster, Kyurem, will freeze the area, allowing you to head north to its lair.
