I advise you not to use the slot machines. Instead go to Island 5 and Surf until your outside Lady Selphy's house. Then use the VS. Seeker and battle Lady Gillian and Lady Jacki. Make sure the Pokemon you are planning to use against them is holding an Amulet Coin, which doubles the prize money. You will receive 19600 Poke-dollars upon versing Lady Gillian, and 20000 Poke-dollars with Lady Jacki. Also you may use "Pay Day" if you have a Meowth or Persian who knows that move.

Then once you have the sufficient amount of money, go to the Celadon Game Corner and talk to the person at the desk. Exchange the amount of money for coins, and then go the building directly next to the Game Corner to acquire

TM24: Thunderbolt.

Note: 4000 coins needed in order to obtain TM24: Thunderbolt.

Also this is the only way to gain this TM in Pokemon LeafGreen.
You get TM24-Thunderbolt after defeating Lt.Surge, the leader of the third Gym, in Vermilion City.
