When you set Guardian Sphinx in def then your next turn you flip it up on your main phase 1 can you attack then main phase 2 flip it back down and use its effect over and over?

Yes, that's legal. You are allowed one 'manual' change of position per monster per turn, but can also perform more position changes if an effect allows you. So you can Flip Summon the Sphinx to return the opponent's monsters to hand, then attack with the Sphinx, and lastly activate its effect in Main Phase 2 to flip it face down.

The +200 ATK bonus is applied only 'during your battle phase', this is a continuous effect that does not use the chain. As soon as the battle phase ends, the +200ATK ceases to apply, but will be reapplied during your next battle phase. So say you have a monster with 1700 attack, it will ONLY have 1900 (+200) attack when you're in your battle phase and when you're back in your main phase 2 or end phase it goes back down to 1700 (-200). One thing to note is that you'll get the +200 attack during BOTH your own battle phase AND ALSO your opponent's battle phase.

It has a "continuous" effect, meaning that the effect takes place the second it hits the field. So in answer to your question, it is not a matter of whether you CAN, it is the fact that you MUST utilize its effect during each of your Battle Phases, as long as it is on the field in face-up Attack Position.
