The strongest monster in f2p should be Revenant Knight (lvl 126) I think. Can be randomly find it Wilderness. They have ability to freeze you and deal hard magic damage.
Now that the revs are moved somewhere no one knows of so the highest now is a Greater Demon but now i think they cannot be found anywhere but the wilderness now and that is pvp so the highest is definitely Lesser Demon at level 82.
