It depends on what your hitpoints are and what your armour is. However I find the Spiders in the third level of the stronghold of security good training as they are aggressive and don't hit terrible high.

The scimitar is a good all round weapon. For your level a mithril one will probably suffice.
To get a high strength in Runescape, you must select the combat styles tab in the top left of your side bar, and select the boxes that say strength xp when you hover over them. Usually it is the top right and bottom left box that allows you to train strength.
you mt be member and train your summoning skill. only certain creatures can carry items however. i recommend using runehq.com for anything on runescape.

There's lots of ways to train strength but my top 2 areas to train strength are tortoises which is in the tree gnome stronghold and rockcrabs. Both these areas are member only spots so if your a free user just train on Hill Giants or something.
Like I said to another question, depends your level now and depends are you a member or not.
Fire Giants at Baxtorian Falls is a excellent place to train.

Depends if you are a member or not, and your stats. Soul Wars is a good place to train, as I get around 70K experience in 3 games.
