Firstly, to be clear, Scapegoats is placed on the field when it is activated, remains there until resolution, and then goes to the graveyard when the chain finishes resolving. It does not stay on the field after that.
The tokens it summons are totally separate things to the spell card itself. Chaining MST to Scapegoats' activation will in no way affect the resolution, it will resolve no differently to how it usually does.

No. The "Scapegoat" card states that the tokens cannot be used for a tribute summon and there is no getting around that. Besides, "Non-Spellcasting Area" only states that monsters would be immune to Spells; nothing to do with Tribute Summoning. (Just an extra note, if the "Sheep Tokens" are Tributed for something other than a Tribute Summon, that's okay.)
If a Toon Monster is Level 5 or above, then you must Tribute the appropriate number of monsters (as you would with a Tribute Summon) to Special Summon them onto the field. It is not considered a Tribute Summon, however, so therefore you could use Tokens such as the Sheep Tokens from Scapegoat. Keep in mind that Toon World must be present on the field. For example, you have four Sheep Tokens from a Scapegoatyou activated the previous turn, and one Toon World active on the field. You also have one Blue-Eyes Toon Dragon in your Hand. You can Special Summon it by Tributing two Sheep Tokens because it is a Level 8 Toon Monster.
Summon Limit restricts the number of times you can Special Summon. Scapegoat summons all 4 tokens at once, so it's a one-time summoning, so your opponent can still summon one more time for that turn.
It all depends on the tokens being used. They can be used to Tribute Summon unless said otherwise on the card. For example, the card "Scapegoat" says: "...The tokens [summoned by this card] cannot be used as a Tribute for a Tribute Summon."Take note of this last condition (a Tribute for a Tribute Summon). That means the tokens can be tributed for a Special Summon for monsters such as "Destiny Hero - Plasma".Tokens that can be used for a Tribute Summon include: "Stray Lambs", "Statue of the Wicked", "Fiend's Sanctuary", and "Dandylion".
A token is a marker representing amonsteron the field, though they can only be summoned by a card effect such as Scapegoat's. The token's statistics are listed on the card that summons them. They are treated as "cards" in almost every way: they can be tributed, destroyed, etc.The Spell Scapegoat puts 4 tokens on your field, but you can't use this card if you don't have 4 free monster zones. Use coins, dice, etc. to represent the tokens. Tokens, like monsters, can't be destroyed by Heavy Storm (Spell that destroys all Spells and Traps on the field). The 4 tokens count as Defense-position monsters guarding your Life Points. However, tokens cannot be flipped face-down (they're always face-up), and if an effect tries to remove them from the field (destroy, banish), then they simply disappear. Thus, Book of Moon (Spell that flips 1 face-up monster into face-down Defense position) can't target a token.Tokens CAN be targeted by Spells and Traps like Enemy Controller (except cards like Book of Moon).
