No. The "Scapegoat" card states that the tokens cannot be used for a tribute summon and there is no getting around that. Besides, "Non-Spellcasting Area" only states that monsters would be immune to Spells; nothing to do with Tribute Summoning. (Just an extra note, if the "Sheep Tokens" are Tributed for something other than a Tribute Summon, that's okay.)
As long as the card that summoned the token does not mention any restrictions, then yes, token monsters may freely be tributed for a summon. Some do have restrictions set on them, for example, Sheep Tokens from Scapegoat cannot be tributed for a tribute summon, but could be tributed as the cost for a Special Summon.
Yes, Sangan's mandatory trigger will activate after the monster is summoned.
No, you do not 'tribute' the Synchro Material for a Synchro Summon. They are sent to the graveyard, not tributed. You can tribute an opponents synchro monster for "Assault Mode Activate!" to summon the assault mode monster from your deck.
Yes, the tributed monster does not have to be face-up at all, it can be tributed while face-down.
No. If two things each cost $1, then you can't buy both with just one single $1 bill. It's the same situation in Yu-Gi-Oh, one tribute won't pay for two costs. A tribute summons need a monster to be tributed as a cost, and Mei-kou needs to tribute himself as the cost for his own effect. You can't let his tribute pay both costs, it's either one or the other.
Sheep Tokens created by Scapegoat cannot be used as tributes for Tribute Summons. They can be tributed to activate effects like Enemy Controller, or for the Special Summon of monsters like D-Hero Plasma, as this is not a 'tribute summon'.

Yes, you can. If a token can't be tributed, the effect that places them will say so. For example, Scapegoat says the tokens it creates cannot be tributed for a Tribute Summon. Destiny Hero Double Dude places no restrictions on the tokens it summons, so you can tribute them for anything that you could tribute a regular monster for.
Generally, Tokens do not allow themselves to be Tributed for a Tribute Summon (i.e. Scapegoat Tokens). However, there may be some cards that allow such actions, such as Dandylion.Incidentally, Scapegoat Tokens only restrict their use for a Tribute Summon. This means that it can be Tributed for the effect of a card, such as Cannon Soldier or Panther Warrior, as they require Tributes as a cost, not to Summon. For more information on the fundamental playabilities of Token Monsters, click on the "Related Link" below.
If the face-down monster is tributed, then no, any Flip Effects it has will not activate. Under normal conditions therefore, you should flip the monster first, allow the effect to activate/resolve, then tribute the monster for whatever. But you are out of luck if your face-down Flip Effect monster is tributed by the opponent using Soul Exchange, for example. Because it never 'Flips' (even though it goes to the graveyard face up) the effect will not activate.

He can be Tributed by his own effect to make Effect Damage 0, but he cannot be Tribute Summoned on the same turn he's Normal Summoned because you can only Normal Summon once per turn. (Sorry if I sound too obvious) His effect doesn't activate if you tribute him for other effects.

You can set the monster you tributed for, but the tributed monster is sent to the graveyard

No part of Call of the Haunted's activation prevents monsters from being tributed. Of course, if you activate it in your opponent's turn, you could only tribute the monster for a spell speed 2 effect or trigger.
