The only way you can do it is by using an external effect. Ancient Rules can special summon it, for example, Mausoleum of the Emperor can let you pay 2000LP to Normal Summon it without tribute. But unless you've got a specific way around it, you still need to tribute two monsters to summon it initially from hand.
Each card has a certain amount of stars at the top. 4 or less stars means that you can summon without a tribute which means to sacrifice a card. 5-6 stars means to sacrifice 1 monster. 7+ means to sacrifice 2 monsters. These rules apply, unless stated otherwise on a card.
Flip effects will activate if flipped manually by Flip Summon, or when attacked. Also must include "FLIP" in all caps for its effect to activate, or say 'when this card is turned face-up'. When a card effect destroys a face-down monster, the monster is destroyed and flip effect isn't activated because the monster never flips. Mystic Swordsman Lvl. 4 destroys the monster it attacks without flipping it, so a Flip Effect monster attacked by it will not get its flip effect. To summarize, if a FLIP effect monster is attacked while face down, then it will activate. But if it's destroyed by a card effect while face down then it won't activate. Some card effects let you flip monsters face up and let the flip effect activate, like book of taiyou. But others, like ceasefire don't let it activate. If it says 'when this card is flipped face up' then you have to do that manually on your own turn.

You cannot manually Tribute a card without due process. A card can be Tributed via an effect or a Tribute Summon. Therefore, you could not Tribute a monster and send it to the Graveyard without some game mechanic occurring afterwards.

A flip effect only works if you flip summon a monster, or if your opponent attacks your face down monster (granted they don't have an effect that negates the activation of a flip effect monster or destroys it without flipping, like Drillroid) Most special summons require the monster to be face up, therefore not letting the flip effect to have a change to activate.

No, Blast Held By Tribute only works on monsters who have been Tribute Summoned. Big Evolution Pill requires tribute to be activated, but that doesn't mean the monsters are tribute summoned. They are counted as being summoned without tribute, as per Big Evolution Pill's effect.
