Normally a Lv5+ monster will need one or two tributes, depending on actual level, and this is called a Tribute Summon, which is still just a regular Normal Summon.
However some cards let you ignore that, like Blackwing - Sirocco the Dawn can under some circumstances be Normal Summoned without tribute.

Yes, there is nothing inherently within the tributing or summoning rules which would stop you from tributing a monster you summoned the same turn you summoned it. Obviously, due to the regular summon rules, you can not Tribute Summon the monster you just Normal Summoned on the same turn; it would count as two Normal Summons. But if the first summon was a Special Summon, you had used "Double Summon", or wanted to tribute it for an effect like "Enemy Controller", then it's totally fine to tribute that monster for them.

Synchro Summoning involves sacrificing tuner monsters where normal summon, you can just summon the monster (level 4 or lower) or sacrificing non-tuner monsters on the field based on the monsters level. Level 5-6: 1 sacrifice Level 7+: 2 sacrifices (depending on the card)

No, Advance Force lets you Tribute Summon a Lv7 or higher monster. Tribute Summoning is a form of Normal Summoning, so the summoned monster is one from your hand. It in no way allows you to start pulling monsters from the Extra Deck - it can't special summon at all.
Tribute is only needed for the monster's Normal Summon or Set (or Special Summon in special cases). Flip Summoning does not require any tribute at all, regardless of what monster it is.
A normal summon is where you just summon a monster and NOT use its effect or ability, just its ATK and DEF. A special summon is where you summon a card and use its effect or ability. You can only special summon a card if you have another card saying that you can special summon a card, you cannot just going around special summoning every monster.
Herald of Perfection is a Ritual Monster. Ritual Monsters can never be normal summoned or Set. Herald of Perfection in fact clearly states it can 'only be Ritual Summoned', so that alone means no Normal Summoning, and no Special Summoning initially by other effects like 'A Hero Emerges'.

However Class as Normal Monsters, until they are normal summoned (Twice, if the Gemini Monster was originally Normal Summoned) Where you will get an effect. This does take up your normal summon of the duel, so in other words, you will have to rely on Special Summoning other monsters OR If you have normal Summoned a Gemini Monster, you will have to wait a turn (unless you use Double Summon, or Ultimate Offering) until you can use the effect There are some cards that allow you to Special summon a Gemini WITH it's effect (i.e. Supervise).
