There are a few different scenes in the game where there is laughing gas. In all of them, you must remain off the ground at all times - otherwise you'll die & have to start over at the nearest checkpoint. Travel throughout the room on the higher platforms/etc. From up there you will have to search the walls below you for these red switches - aim & throw a batarang at them one at a time & the air vents/circulation turns on & the room eventually clears of all gas.

Batman has no powers - he relies on physical skills, his intelligence, and specialized equipment.
It is an innocent expression that has been taken from the asylum. Anyone in the DTs or drug affected or not well at all, would have climbed the wall to escape. Not really very nice.
Boy or girl? Is this for a party or are you just getting them a gift? For a party, batman themes are pretty easy. Batman cake and plates, etc. As for decorations, use your imagination! Black and other dark colored streamers, bats (duh) stuff like that to hang up on the walls/ceilings. If it's just a gift, anything with batman featured on it will be fine. Pajamas, a lunch box, clothes, toys, etc.
One can find images of the Batman symbol at a website such as Google Images. Other good sites for finding this symbol include Photo Bucket and Youtube.

Go close to them and you'll be prompted to tap the space bar to prise the grate loose. However this is only for ones at ground level. To pull down the ones that are higher up on walls, you need an upgrade to your grappling hook, which you will be given later on in the game.
