If you have purchased the game on Steam then you need to install Steam on that PC and there should be an install button on the game in your Steam Library. If you have the disk version you just have to put in it and install it using the CD key that came with it.
You cannot turn a non-steam game into a steam game, however, you can add it to the list of your steam games by clicking the "add game" button in the "library" section. This will not make it a steam game, it will only cause the game to show up on the list.

This is possible, but only if the game already is available to buy from the Steam store. For example, if you have Half Life 1 from back when it was not on Steam, you can validate the CD key on Steam...and then play it without the disc through that. No, because you are not using Steam to play the game, you are only using Steam to verify the game and to use the multiplayer parts of it. If you have a Mac version DVD/CD of the same game then you could still use it on steam if you register it on Steam.I THINK if you bought the Windows game on steam they will let you download the Mac version on the same machine. They have the full instructions on their web site.
