Unfortunately Bethesda do not sell Oblivion's PC DLC on their own site any longer. That means sadly there is no way to buy most of the DLC for a non-Steam version. Shivering Isles was released on disc, so that's one thing that can be added. But the other DLC packs currently are only available on Steam's GOTY Deluxe edition.
You can get the digital deluxe version on Steam, which comes with all the official plugins, including many which can't be obtained in other ways.
