It isn't specified ever in the show, but considering the fact he is only a bit bigger than ash, shorter than most people he meets (that he hits on like all the random girls in the episodes plus officer jenny & nurse joy), and the fact he doesn't hit on misty, and holding together a family of many siblings, the logical guess between many people is that he's 17 at youngest and about 20-21 at oldest. Yet, personally I believe he's like 18 :) edit;- When Pokémon started he was about 15, so he's probably 18 now.
