Monsters talking is a random part of the game. Your monster will talk when you take them walking in Monstro City. Your monster will also talk when you buy something in a store that they like. Your monster will also talk at random times while in your room, especially if you leave them just standing there for awhile.

No, when Brain Control is activated, the designated monster is moved to the controller’s side of the field. It essentially swaps control of the monster between players.
If you use your mouse and click and hold while moving the cursor about on your monsters tummy, that should make him/her talk. If you do it when your monster is angry, he/she will become more angry.
