its really easy.... well if you already aswered the questions leave the cave after done talking to Claire and the old dude. go back in talk to the old dude then he MIGHT give you dratini. if not go back to him the next day.
FYI: dratini evolves into dragonair at lv 30, and evolves into dragonite at lv 55
