You must have already been to the Dragon's Den once before (the location of which is only accessable after defeating Claire) and answered the master's questions correctly. If you return to the master, he will say he has a gift for you, and will give you Dratini. You must have an open slot in your party, though.

The only way to get a Dragonite with extreme speed is from HG/SS version in Dragon's Den, after giving the old geezer guy inside the right answers for his test. If you answer correctly he'll give you a Level 15 Dratini with extreme speed. However, giving him a slightly wrong answer he'll give you a regular Dratini.
