well, you cant catch dragonite but you can catch dratini. go to dragons den, then go to the small house inside dragons den and defeat the man in the back room. talk to him after you defeat him and he will give you a dratini.or just catch a wild dratini in the water at dragons den.level up dratini to lvl 30 then it will evolve into dragonair,level up dragonair to lvl 55 then it will evolve into dragonite.Hope this helps! =:)of course you can! you just need to go to the dragons den and answer the old guys questions correctly. or you could just find a dratini or dragonair and evolve it

In Pokémon SoulSilver, if you're going into the Dragon's Den for the test that Clair wants you to take then you go into the Shrine building and you'll find the door to it on the south side of it. You just have to talk to the Elder there and answer his questions and regardless of your answers to his questions you'll pass the test however if you answer the questions with compassionate answers then he'll later give you a Dratini that knows Extremespeed however it'll just be a regular Dratini with no special moves, that is how you defeat the Dragon's Den in "SoulSilver."

He will give you a Dratini which might know Extremespeed if you answered his questions correctly in the first time you see him. You can get a dratini via the pokewalker in soulsilver. The path is "Blue Lake", it is supposedly rare to find, but i think if you walk enough, you will find it. It costs 2000 watts to unlock.
