Save and turn off your DS. Then go to the settings on the screen where you choose which game you wanna play. Click some buttons and you'll find the button that lets you change the time. Beware, the time is in military time. If you don't understand military time, do not change the time. You will get confused and never be able to change back to the actual time. After you change the time, just play your game like normal. It should have changed. This tactic does not work on Sinnoh games.

When you change your DS's time Soulsilver/Heartgold automatically changes to the DS's time setting. You can check the Pokegear's clock.
