You have to have at least one child in school first. If you do, go to a baby's card and scroll down. Beneath its picture and the items it has, you'll see a box saying if s/he has a Godparent. If it doesn't, there will be a button to click if you want to become the Godparent. After that, you'll have to wait for the parent to accept or decline. =)
