In the first book Distrrct 13 is destroyed. It was bombed into "extinction" SPOILER ALERT District 13 "reappears" in the send of the second book and is a key point in the last book.

No -- After the Dark Days, District 13 was moved underground after an agreement between them and the Capitol. As a result, since the world thought that District 13 had been completely destroyed, District 13 didn't take part in any of the Hunger Games.

I'm pretty sure that Massachusetts is below sea level when the Hunger Games takes place, but if it's not then probably District 13.
