Katniss finds out that with weapons there is a greater chance of dying and a greater chance of living, especially with her bow and arrows. SPOILER ALERT!In the games, she feels compelled to get the bow and arrows right from the start. But she knows it's a trap and she will surely die if she tries to get the weapons first. At the Cornucopia the weapons are a trap, luring her in making it more bloody and gruesome for the Capitol.

But she doesn't choose the weapons. She really wants to get her hands on a bow and arrows but yet she can't. So it makes her sort of wallow in misery, making her think her chances are decreased until--SPOILER ALERT!--Glimmer dies holding the bow and arrows.

Katniss' weapon of choice is the bow and arrow. At the Cornucopia when the tributes were released, Katniss did not get the chance to capture a bow. But later she gets one from the Glimmer who could no longer use it anymore because she was stung to death. After receiving the bow Katniss feels a since of comfort because she knows how to use the bow to protect herself, as well as feed herself. Ultimately, she ends up killing two of the tributes in order to win the Games.
