Actually, that was only in the film. In the book, when the Reaping was over and people were coming to say goodbye to her, right after her mother and Prim left, her friend Madge, the daughter of the Mayor, gave it to her. The reason behind that is in the second book Catching Fire

Dandelions don't symbolize Katniss' father. On page 388 of Mockingjay, Katniss tells how she and Peeta grow back together and goes on to say that Peeta represent the dandelion in the spring. That instead of the fire and kindled hatred that Gale has, she needs Peeta (who is calm and easy like a dandelion). The color of the dandelion in the spring, yellow, represents rebirth instead of destruction.
"Peeta Mellark! Oh no, I think. Not him. Because I recognize this name, although I have never spoken directly to it's owner. Peeta Mellark. No, the odds are not in my favor today." Page 25 (direct quote from book) Katniss is shocked because she recognizes the name, and feels scared because Peeta saved her life before (by giving her the bread) and she is thinking how she will have to fight him in the Hunger Games.

There is not an actual page where Peeta does not have the Hijack anymore. At the end of Mockingjay, Katniss says that there are still times where Peeta has to stop and hold onto a chair until the Hijack moments pass. But I suppose in the end, when they are older, it is finally gone.

The scene where Katniss falls off the parachute is on page 136 of the book "Mockingjay" by Suzanne Collins.
In catching fire peeta is not caught by district 13. you must be confusing catching fire with mockingjay because in Mockingjay, district 13 gets peeta in mockingjay.

Katniss doesn't actually get to save Peeta from the Capitol herself. A small team (including Gale) is sent to rescue Peeta. Katniss is completely against this and wishes to be in on the rescue, but it wouldn't be safe for her- District 13 needs her. ANYWAY, haha, this all occurs in book 3, Mockingjay on page 166 (in my book) Chapter 12.
