The white stuff is dead white blood cells, which means you have an infection. Clean the earrings using a mild disinfectant. Use an antibiotic cream on your ears. That should clear it up.

Do you mean white crusty stuff on the ball of the tongue ring? If so yes that's normal, its like plaque that builds up on your teeth if you don't brush them, just take out the bar and clean the white stuff off so it doesn't build up! No, that is not OK. Remove the piercing, try rinsing with a mild disinfectant(like a saline solution), let the infection clear up.
Either dry skin or dried lymph. Try soaking the piercing in warm water. Then use a q-tip to gently wipe away the crust. If that doesn't work, stop cleaning the piercing so often and make sure that you aren't using too much sea salt in the water. Also, stop using soap if you're using it to clean the piercing. Its very drying :)
