In Pokémon Red, the moves that Gloom is capable of learning in the game would include ones such as PoisonPowder, Absorb, Stun Spore, Sleep Powder, Acid, SolarBeam, Petal Dance, Swords Dance, Toxic, Cut, Take Down, Double-Edge, Mega Drain, Rage, Mimic, Double Team, Bide, Reflect, Rest and Substitute.

It only learns one move, Petal Dance, at level 44. If you do not evolve your gloom until then, it can learn other moves. But, like most Pokemon you use stones on, they learn very few, if any new moves. My suggestion, if you already evolved Gloom, is to use TMs.
as early as you can - so as soon as he evolves into gloom - reason being:: the earlier you hav an evolution of a Pokemon the stronger moves he/she can learn as ur Pokemon levels up
