No, it's technically classified as a psychedelic even though many scientists believe it should be in its own class. With that said, the act of smoking stimulates the heart and blood stream so even though it may seem like it slows you down, it may be stimulating your system.

It isn't. According to the DEA cannabis is classified separately from depressants and stimulants, most likely because the effects of cannabis fit in to both categories.
