You have to tap and hold the app (or any other app), the apps will start to wobble/shake on screen. You then hold and drag your app to the page you want on your iDevice. You will also in this mode see an X to the top right corner of the apps, this is used when you want to delete an app from your iDevice. Once you have finished moving your apps to the page/place you want them, then press the home button (the button with the square on it) and this will set all the apps as and where you wanted to place them.

After downloading an app, go to the last page of apps on your iPod Touch by swiping your finger to the left, and then the last app on the last page should be the one that you recently downloaded (without moving around any other apps). Just tap the app to open it.
When you are moving apps, move one over another. The app behind the one you are moving will glow on the outside, let go and then you will have a folder.

do you mean on your home screen? if you have a page with no apps on it, press and hold until your apps jiggle and some will appear with an x above them. first just do that and then press the home button. if that does not work, do the first step again and then move on app onto your last page. press home button. press and hold again. move the app back. that should do it. your ipod does not realize you have no apps on the last page. if none of that works, i have no idea.

If you press and hold down on an application, they will all shake. May of them will probably have an X in the corner, tapping the X will delete the app (with a warning first). If this makes you nervous, you can set a restriction on deleting apps in Settings. This will make the Xs not appear when the apps shake and the only way to get the Xs back and delete an app would be to go back into Settings and type in the PIN you set. Also when the apps shake, you can move apps by tapping and dragging the app around. Dragging the app to the side of the page will let you move the app to the next page. Placing an app at the row on the bottom of the screen will allow the app to follow you onto any page. Placing an app on top of another (in iOS 4 or later) will let you place the two apps in a folder that you are able to rename while the apps are shaking. Shaking the phone while the apps are shaking should shuffle your apps. And finally, to stop the apps from shaking, press the home button.
