I have personally done this before, i got my right lip piercing re-pierced in the exact same spot and no it doesn't hurt, it feels the same as getting your first lip piercing.

It may not hurt when you pierce it, but it will hurt for several days afterwards(not very much, but it will hurt). Im a girl and horrible with pain. I just felt a bit of gentle throbbing for a few minutes directly after piercing it.
