Language developed from a necessity to communicate with other humans. The reason we have different languages is because they developed separately due to geographic isolation.
Languages are different mainly because of land differance. Different ancient people developed different languages to suit the land they were in and the words they needed in their culture. Eventually, as people migrated, the languages became different and evolved to accomidate even more words. Many languages also adopt words from other languages, and many languages originate from the same language, but are made different over time.

Romance languages developed from Latin in Europe.
I really wonder if you consider this a sensible question. Languages evolved as mankind developed in different parts of the world. Some languages were derived from base languages. For instance Spanish, Portuguese, French, Italian and Roumanian all came from the base LATIN root. The English language developed from Anglo Saxon which was a kind of German with the later addition of French after the Norman conquest. I could go on but why not google this yourself.
All languages are completely developed, but the exact number of them is unknown.
Languages change slowly but steadily on their own. When early groups of people lived in different places, they didn't have any contact with each other, and the language that these different groups used all changed in different ways. Eventually the languages all became completely different.

The Philippines has over 170 languages due to its diverse history of colonization and trade with various countries. Different regions developed their own languages based on interactions with different cultures, resulting in a rich linguistic landscape. Additionally, geographical barriers between islands contributed to the development of distinct languages and dialects.
The languages that have developed naturally over the course of human history and pre-history were not invented by any individuals. There are some languages that have been invented, like Esperanto and Na'vi. Esperanto now actually has some native speakers, and Na'vi of course is the invented language of the fictional Na'vi people in James Cameron's film Avatar. See links for more. There are also several languages of the peoples of Middle Earth, created by Tolkein as part of his Lord of the Rings works. He developed some of these languages to the point that they could be spoken, and there are several places in the LOTR films where the characters are actually speaking them.
Languages developed independently in different regions due to isolation, migration, and cultural interactions. These factors contributed to the diversity of languages we see today. Over time, languages evolved and diverged, leading to the plethora of languages spoken worldwide.
