It can be... i mean there are any number of things that could happen..smoke could get in your eye which anyone who has ever had that happen knows how much that hurts, you could drop the ciggarette on your lap...but you could also drop a coffee on your lap or get dust in your eye...so its all relative.
lets be honest....smoking is terrible for you regardless. if you don't have children in the car its terrible for you and everyone who is in the car... second hand smoke is just as awful for you. if you are planning on having children then don't smoke in your car because it could cause lung cancer for them. even if you are not smoking with them in the car the smoke sticks to things and is EXTREMELY hard to get out
Considering you tagged this post with marijuana, I'm assuming that's what you mean. Yes, its still illegal to smoke an illegal substance, even with a baby in the car. I do not know of any studies on that, but if you consider how many dangerous chemicals are in cigarette smoke that even second-hand smoke has been shown to cause cancer, then consider how delicate a newborn's system is. I think that it would be a concern, IMHO, that even the particles on clothing and hair may have some adverse affect.
Non-smokers are affected by the smoke that is given off when the smokers, smoke. It's called second hand smoke and it's as dangerous (or even more) than juts regularly smoking.

No, it is forbidden to smoke in French schools - even for adults. Smokers have to go outside the gates, and that is not allowed for younger students.
Secondhand smoke is harmful and can lead to serious health issues such as lung cancer and heart disease, but it is not considered as dangerous as arsenic and radon, which are known to be highly toxic and can lead to severe health problems even at low levels of exposure.
No. Unlike drinking alcohol, in the US, children are not allowed to smoke or consume tobacco (or nicotine) under any circumstance. In some states, children aren't even allowed within so many feet of cigarette smoke.
All fumes are more or less dangerous, some of them are even deadly, (although rare). So avoid all sort of smoke and choose clean environment.
