In general "netbooks" are low end laptops intended mainly for mobile internet access. They can run internet browsers, mail applications, office suites without much problems. In order to play high-end games such as those from "Total War" series you need a computer with more computing power. Refer to the required system specification to see what kind of computer you need to run the game.
Do note that netbooks can be sufficient to play some older titles, maybe even older parts of the "Total War" series.

Napoleon Total War has Napoleons campaigns and battles which are fun, but in the Grand Campaign there are only 4 playable factions: France, Great Britain, Russia, and Prussia. Empire Total War doesn't have the special campaigns but it's Grand Campaign allows for MANY more playable factions and will last you a lot longer.

Yes I bought both Empire Total War and Napoleon, and both games run well on it. I do have the 15r special edition, so my computer might be able to play the games a little better than a regular 15r. But yours should be able to play the games fluently on medium/high settings.
