The limiting of One for One was made to prevent two main OTKs, the Psychic OTK and the Skull Servant OTK. The Psychic OTK involved getting out Psychic Snail, Mind Master, Power Injector, and Reinforced Human Psychic Borg, and attacking twice for game. One for One got out Mind Master, the search engine of the deck.
Skull Servant OTK used cards to get mass amounts of Skull Servants into the grave, then use One for One to bust out a 5000-8000 ATK King of the Skull Servants.
