Monster Reborn isn't banned. It is a limited card (meaning only one may be in your deck). It was banned for about a year or two but it has recently been limited.

Yes, and usually it is fine to have three of the same monster card. Some cards are forbidden, meaning you are not allowed to use it in Advanced Format (the format tournaments are run in). Some are limited or semi-limited, meaning only one or two per deck. But if the card is not forbidden or Limited in some way, you can use three in your deck.

Before the release of Brionac, Dragon of the Ice Barrier, players were abusing the use of Premature Burial and Swords of Revealing Light with Giant Trunade.Swords of Revealing Light was only Limited because it did not appear too "broken" to be banned; however, Premature Burial's effect could be used repeatedly because of its failure to include a "destruction release" in its card lore.Monster Reborn could not do this. Depending on how they see whether a card should be banned is entirely up to them. Also if a new card comes out that when combined with an already existing limited card causes games to end really quickly then the limited card will become forbidden and then when the sort of deck that the combo was used it dies out then the card that became banned will become limited again. (and in some cases the cycle will repeat itself).Tournaments are the reason. If there is a combo that is too good, then they will either limit the cards in it, or forbid one or more completely. But, if they do forbid a card, they often times take other cards off the forbidden list. Such as Monster Reborn being banned, and Call of the Haunted being removed from the banned list and only limited.
In one point in time why was monster reborn got from banned to limited?
It's like they don't mind players being able to special summon from the graveyard like that, just as long as there aren't too many effects that can do it easily. When we get Monster Reborn back, we've usually lose Premature Burial or Call of the Haunted at the same time.
