Relicanth can be found on Route 124, Route 125, Route 126 and Shoal Cave but only on the ocean floor. You must have a Pokemon that knows Dive in order to get to the ocean floor. And, obviously, you should probably bring along quite a few Dive Balls in order to have a higher chance at catching it.
