To catch a Psychic Pokemon on Pokemon Emerald, go onto Route 102 after you beat May (or use a cheat code to walk through walls and walk through the trees to get there. There is a 5% chance you will find a Ralts which is pretty cool, as you can't get a Psychic Pokemon to early in games anyway apart from Pokemon Diamond, Pearl and Platinum, you find Abra's on Route 203. Ralts evolve into Kirlia at Lv 20 and Gardevoir at Level 30.
