In every single Pokemon game and version, there are different Pokemon you can capture and train. In some games, you can catch one species of Pokemon, but not be able to catch it in another. In this case, surskit cannot be caught in emerald version, same with Roselia, while in sapphire and ruby, those Pokemon can be caught.
I dont have Pokemon Emerald but its basically the same as Ruby and Sapphire so im pretty sure you have to win 100 battles in a row at the battle tower
The starter Pokemon for Pokemon emerald are Mudkip, Treecko, and Torchic. In my opinion they are the worst set of starters,and I highly recommend for you not to get this game, but I can't force you so.....yeah.
to get them you must have Pokemon emerald/ruby/Sapphire then you must catch then by unlocking their caves on emerald/ruby/Sapphire then you must make sure that you have defeated the elite four on Pokemon pearl/diamond (it works on both) then insert the GBA Cartridge and then play diamond/pearl and where it says new game and continue it should say import from Pokemon (which ever one you have placed in GBA slot) click on it then do the same as you done on the GBA cartridge also by doing this you can get the king of the 3, regigigas if you go to the hideout of it (i forgot where it is lol) this is djnoz92
