It is very simple Go to Jubilife City and go on your bike. Put it on a fast gear an ride around till it gets close. You have four routes to find it. Most common spot is route 218 (The route between Jubilife and Canalave). It should take 2-15 Minutes. If it is taking longer. Than you have probably screwed. And don't forget to use a max repel to only encounter Mesprit and not some wild Pokemon. Hope it helps!
