In Sapphire and Emerald, you can find Seviper at Route 114. In Diamond, Pearl, and Platinum, Route 208(Sapphire has to be in the GBA slot.).
TM 28 (dig) can be found in Route 114, in Ruby, Sapphire and Emerald. Go into the house at the top of the route and talk to the fossil maniac's little brother inside. He will give you Dig.
I don't really think you can. The thing is, in Sapphire you can catch Lotad but not Seedot and in Ruby you can catch Seedot but not Lotad. However in Emerald, you can catch both. So You'd have to trade from a Sapphire or Emerald. Lotad can be found on route 114 on Pokemon RUBY!
