In order to get the cool and powerful Lucario, you'll need to first get your hands on a Riolu, and there's only one place in the game that you can get one: Iron Island.

In Canalave City, you can take a ship over to Iron Island at your leisure. Before doing so, though, it's recommended that you take only five Pokémon with you instead of the usual six. You'll want to keep an empty slot in your party for Riolu.

Make your way through the cavern in Iron Island until you find a gentleman named Riley. Team Galactic apparently has plans for the Pokémon on the island, and he wants to stop 'em in their tracks, so he'll team up with you. Lead him through the cavern until you find the two Galactic Grunts, and after beating them, Riley will reward you with a Riolu egg if you have room in your party. The Riolu egg will take about 6,600 steps of walking with it in your party before it will hatch. After hatching, Riolu will require lots of attention and use before it will evolve into Lucario. It will only evolve if it is happy with you, and only after it gains a level. It also has to be daytime out when it levels up, otherwise it won't evolve, so try and avoid training it at night.

Lucario is a fierce Fighting/Steel-type Pokémon that learns a lot of great attacks, has very high Attack and Special Attack with good Speed to boast, too. It's quite a monster to take down once it's well trained. It will take some time to evolve it and train it, but Lucario will be an invaluable addition to any Pokémon team.
