There are many diffrent ways , to name a few: Requests have them sometimes as well as Materials, you can find them in dungeons, in Paradise you can plant a Reviver Seed field and you can harvest them afterwards, these are the most common though definitely not the only ways. Another way is to buy them from kelceon/Quagsire and find them in dungeons as well as to with codes or powersaves

You must go to Wish Cave. There are 99 floors, so bring good items,like Joy Seeds, Reviver Seeds, Huge Apples, and weapons. When you reach there, use all your good moves and make sure Jirachi's in front of you. It will join you easily, but if you have the Wish Stone, you can refuse and Jirachi will wake up and gives you a choice of what you want.
