You must go to Wish Cave. There are 99 floors, so bring good items,like Joy Seeds, Reviver Seeds, Huge Apples, and weapons. When you reach there, use all your good moves and make sure Jirachi's in front of you. It will join you easily, but if you have the Wish Stone, you can refuse and Jirachi will wake up and gives you a choice of what you want.

Friend area is Mt. Moonview. You recruit Jirachi for the first time when you go. Its 100 floors so be careful and you start at lv 1 and make your way up. If you bring the Wish stone to Wish cav elast floor, you will battle Jirachi and if you say yes to recruit it, then you don't get a wish upon bringing the wish stone. If no, you get one wish from Jirachi so pick wisely.

yes, Jirachi on floor 23 (he has a low recruit rate), suicune on floor 29 (he has a medium recriut rate), and moltres on floor 40 ( he supposidly has a high recruit rate, but he hasn't joined even on my 6th try!)
