For Sapphire/ ruby/ emerald, you need to beat the eliet 4 then go to Steven's house (mossdeep city) u will see a poke' ball on the table take it. then migrate into platinum(also only after obtaining national dex)
PS to get the national dex in platinum u have 2 C all 210 Pokemon in Sinnoh beat the eleit 4 then talk to pro. Rowan.
