In Ruby, Sapphire, or Emerald, after beating the champion, go to Steven Stone's house on Mossdeep City, and he has left a pokeball and a note, saying that he has given you Beldum to keep. So, you CAN catch Beldum in an Ultra Ball, but there are no wild Beldum TO catch in an Ultra Ball.
Steven Stone will give you a Beldum in exchange for a Forretress.

Yes, it is worth the catch. Beldum = Metang = Metagross = awesome. But it is almost impossible to catch and if you do want one than it is near the battle frontier and the other one above it.
I don't think you need ruby at all. All you need is national dex andtalk to the little girl in sandgem town. Eventually she will say that there are lots of beldum in the desert between stark mountain and the peaceful place (i think its the relax area?) You should catch one on about lv 52
