red gyarados is merely a shiny gyarados. they apear at random the same way you encounter a regular gyarados. dont go looking for one either, because chances are one in a million. same goes for any other shiny pokemon.
You can find a Shiny Stone in Route 228 in Pokemon Diamond and Pearl. In Pokemon Platinum, you can also find a Shiny Stone on Iron Island.

A red Gyarados is just a shiny Gyarados. There is no specialty, so just check your Pokédex to see where Gyarados is and start fishing. The chance of a shiny is just too small to look for it purposely. Or you can activate the code for shiny Pokémon and capture Gyarados.

Here are two ways to get Shiny Gyarados (Red Gyarados):Trade the Shiny Gyarados from Pokemon SoulSilver/HeartGold that you have gotten in the Lake of Rage to Pokemon Diamond.Fish or swim in the area where Gyarados spawn vastly. However, this is the longest way to do it, because the shiny rate is 1/8192. I'd recommend trading from SoulSilver or HeartGold.
