There is no set place to get a red Gyarados. A red Gyarados is what is referred to as a "shiny" Pokemon, which means only that it has a different color scheme than usual. The chance of encountering or breeding a shiny Pokemon is 1 out of 8192. That means that if you catch 8,192 Pokemon, only one of them will be shiny. So, the chances of finding a shiny Gyarados, specifically, are infinitesimally small. Also, SIT DOWN, SHUT UP AND ICUP AND HI!!!!!!
