Red gyarados can be found like any other shiny Pokemon. Every time you meet a new one, you have a 1 in 8192 chance that the gyarados will be shiny, which means it will be red instead of blue. That's only a 0.0122% chance of finding one!

Since shiny Pokemon retain their shininess when they evolve, it is also possible to get a red (shiny) gyarados by evolving a shiny magikarp. Shiny magikarp are yellow colored.

Additionally, since HeartGold/SoulSilver features a red gyarados in its story line, it would be possible to catch the red gyarados from the Lake of Rage in HeartGold/SoulSilver and then trade it to Pokemon Pearl.

For the lazy, ActionReplay has codes that make it so that all Pokemon that you find in the wild are shiny. This would make all gyarados you find red colored. Here is the code:

Remember, this code only works for Pokemon Pearl, and not Diamond. Also, it only changes the color of wild Pokemon, so any trainer owned Pokemon will remain blue.
