When you go to BIll's house in Kanto, his grandfather will be there because Bill is visiting Goldenrod in Johto. His grandfather will ask to see pokemon of the description that he gives you, and you have to bring him that pokemon. The third one is growlithe i believe, and he gives you a fire stone. He will also give you an elemental stone for the other times you bring him stuff...but being said you can only get 1 of each elemental stone per game :(

He gives you Everstone plus the different evolution stones if you show him the Pokemon he asks for. If he asks for a fire Pokemon, you'll get the fire stone, and so on.
You can win the bug catching contset in national park but you can win any stone not just a fire stone and also you can show bill's grandfather a certain pokemon, he is found on route 25 in bill's house. Hope it helped :)
Take a vulpix or growlithe to the old man at the top of cerulean city. You hav to show him a lickitung and an oddish first and he will give you a clue each time to find which Pokemon to show him. and eventually he will want to see the Pokemon that a fire type and if you find it and show it to him (growlithe or vulpix) he will gie you a fire stone.
Go to the road to the Pokemon leadge route 25 and somewere around there u will find a fire stone
You can buy a Fire Stone in the Pokeathlon Athlete Shop on Tuesdays for 2500 points.
