only in soulsilver is groundon and in heartgold is kyogre. if you have all 16 badges on either game, and went to professer oak and chose one of the kanto starters, go to mr. Pokemon and he will give you a orb. either the red orb or the blue orb. then go to embedded tower. hint where it is: its on route 47 and you will need surf and rock climb to get to embedded tower. remember: red orb for groundon and blue orb for kyogre! enjoy!
