Baoba Calls you for the third time when you get the National Pokedex from Prof. Oak.
When he calls you he will tell you about placing items. Placing items are not just for aesthetics, but also for attracting rare Pokemon (e.g: 12 water items will attract a lotad). You can get very neat Pokemon which is hard to get.
